Senior Associate

Lukas Šimas advises large corporations and individuals on all aspects of EU competition and antitrust laws and related EU regulatory matters.

Lukas represents clients across a broad range of industries—electronics, energy, investment management, medical devices, pharmaceuticals and transportation—before the European Commission in complex merger proceedings and advises in global cartel proceedings (adverse and settlement procedures). He also advises on internal and government investigations.

Before joining Arnold & Porter in 2021, Lukas was an associate at another major U.S. law firm in Brussels. Prior to that, he worked as a summer associate in a capital markets and derivatives department at an international law firm in London, and in a corporate and M&A department at a pan-Baltic legal boutique in Vilnius, Lithuania. He also worked as an in-house lawyer in the legal department of a medical devices distributor, where his work covered public procurement and antitrust issues.

While in law school, Lukas served as an associate editor for the Berkeley Technology Law Journal and earned the Berkeley Center for Law & Technology Certificate.

Experience

  • Novo Nordisk on European and other international antitrust and regulatory approvals in connection with its US$11 billion acquisition of three fill-finish sites from Novo Holdings A/S (Novo Holdings). As part of the deal, valued at US$16.5 billion, Novo Holdings will acquire (through a merger) Catalent, Inc., a NYSE listed CDMO headquartered in New Jersey.
  • Pfizer in obtaining global merger control clearances in relation to its US$6.7 billion acquisition of Arena Pharmaceuticals.
  • Pfizer in obtaining global merger control and FDI clearances in relation to its pending US$43 billion acquisition of Seagen.
  • Baker Hughes in connection with its US$32 billion combination with General Electric Oil & Gas.*
  • Baker Hughes in the creation of an aero-derivative joint venture with General Electric after Baker Hughes separated from General Electric.*
  • Baker Hughes in the creation of a joint venture with Akastor, which combined Baker Hughes' Subsea Drilling Systems business with Akastor’s wholly owned subsidiary, MHWirth, to deliver global offshore drilling solutions.*
  • Danaher in its US$21.4 billion acquisition of General Electric Healthcare Life Sciences’ biopharma business.*
  • Private equity firm in a bid for US$6 billion divestment proposed by the merging parties in the Praxair/Linde EU Phase II merger.*
