Mark Epley Joins Arnold & Porter's Legislative & Public Policy Practice in Washington, DC
WASHINGTON, DC, February 1, 2021 — Arnold & Porter announced today that Mark Epley has joined the firm's Legislative & Public Policy practice as a partner, resident in Washington, DC. Mr. Epley served as Senior Advisor and General Counsel for US House Speaker Paul Ryan (2015 to 2018). Prior to joining the Speaker's office, Mr. Epley served as General Counsel to the House Committee on Ways and Means and Staff Director for its Subcommittee on Oversight, where his work touched on the full breadth of the committee's jurisdiction—tax policy, trade, and Medicare, as well as investigations. He also has served as Staff Director of the House Committee on Financial Services Subcommittee on Oversight, examining the implementation of the Dodd-Frank Act. In addition, he has held senior positions at the US Departments of Justice and Defense. Most recently, Mr. Epley served as Chief Legal Officer of the Managed Funds Association (MFA), the principal trade association for the hedge fund industry. In this position, he developed and led a government-wide advocacy campaign including rulemaking, tax policy and congressional oversight.
Kevin O'Neill, chair of Arnold & Porter's Legislative & Public Policy practice group, said: "Mark has had an outstanding career in public service and in the private sector, one full of first-hand experience in some of the most consequential Congressional actions in recent memory. Mark's experience and judgment across a broad range of policy matters, including financial services, healthcare, tax, and national security, will be an extraordinary asset to make available to our clients."
In joining Arnold & Porter, Mr. Epley said: "The new Administration has an ambitious legislative and regulatory agenda that will affect tax, financial services, healthcare, national security policy, and a closely divided Congress can be expected to use industry oversight as a means of policymaking. I look forward to working with the Arnold & Porter Legislative & Public Policy team to help our clients navigate these challenges."
Mr. Epley earned his JD from William & Mary Law School and received his BA from Gordon College.
