Eugenia Pierson, Kevin O’Neill, and David Skillman Named to The Hill's ‘Top Lobbyists 2024’ List

Arnold & Porter’s Eugenia Pierson, Kevin O'Neill, and David Skillman were recently named to The Hill's “Top Lobbyists 2024” list. The annual list features lobbyists who “are some of the best in the business” and “have been go-to advocates” in 2024.

Pierson, chair of the firm’s Legislative & Public Policy practice group, has been named to the list 10 times. She assists a wide range of clients in the development and implementation of legislative and regulatory strategies and has worked on major health legislation. Legislative & Public Policy partner O’Neill, who has almost 25 years of lobbying experience and helps clients develop and implement strategies to navigate federal legislative and executive complexities, has been named to the list 12 times. Managing Director Skillman, who advises firms on the development of federal law and legislation at the nexus of tax and trade, has been named to the list three times.

This recognition adds to the list of accolades for the firm’s Legislative & Public Policy team. In October 2024, Legislative & Public Policy Managing Director Marne Marotta was recognized by the National Institute for Lobbying and Ethics (NILE) for her outstanding legislative work in the 2024 “Top Lobbyists” list. NILE is the premier trade association for the lobbying and government affairs profession.
