Arnold & Porter announced today that Travis Annatoyn, former Deputy Solicitor for Energy and Mineral Resources at the U.S. Department of the Interior, has joined the firm’s Environmental practice as counsel, resident in Washington, D.C.

Annatoyn has over a decade of experience in environmental law and litigation, having served as a litigator and policymaker with the federal government and in the nonprofit sector. As Deputy Solicitor, Annatoyn was responsible for overseeing the Department’s litigation, rulemaking, and other actions under critical statutes such as the Outer Continental Shelf Lands Act, the Mineral Leasing Act, the Geothermal Steam Act, and the Mining Law. He worked closely with the Secretary, Deputy and Assistant Secretaries, and Bureau Directors, while also partnering with leadership across the executive branch on various administrative priorities, including critical minerals, geothermal energy, offshore wind, and implementation of the Inflation Reduction Act and the Infrastructure Investment and Jobs Act.

Annatoyn began his litigation career as a trial attorney at the U.S. Department of Justice’s Environment and Natural Resources Division, where he was selected to the Attorney General’s Honors Program. He represented agencies including the Department of the Interior and the Environmental Protection Agency in litigating complex environmental and constitutional challenges in both trial and appellate courts, with a particular focus on infrastructure and wildlife.

Annatoyn earned his J.D. from Columbia Law School, where he was named a Harlan Fiske Stone Scholar, and his B.A. from University of Michigan, with high distinction.
