Kyung is a member of the Government Contracts & National Security practice group. Before joining Arnold & Porter, he served as an interpreting officer for the Republic of Korea Air Force Operations Command, providing language and liaison services for senior leadership of the Korean Air Force, U.S. Seventh Air Force., and the United Nations Command. After his military service, Kyung provided interpretation and translation services to the U.S. Department of Defense, Korean Ministry of National Defense, and other public and private institutions.

Kyung received his law degree magna cum laude from William & Mary Law School and was elected to the Order of the Coif. While in law school, Kyung served as the Senior Articles Editor for the William & Mary Law Review, interned for the Honorable M. Hannah Lauck of the U.S. District Court in the Eastern District of Virginia, externed for the Honorable Robert J. Krask of the Eastern District of Virginia, and competed for the William & Mary Moot Court Team.
